His first book is \u003ci\u003eParticipant Observers: Anthropology, Colonial Development, and the Reinvention of Society in Britain\u003c\/i\u003e. He is now working on a project on subsidized emigration. \u003cb\u003ePhilip Harling\u003c\/b\u003e is a historian of modern Britain and the British Empire whose work focuses on politics, administration, and state formation.
