She was appointed to Researcher in July 1994 and shortly thereafter to Senior Researcher. She has also been a member of the Committee on International Economy of the Prime Minister's Office, the Government of Japan since 1995. She received her MA in international economics and international relations from the Paul H. Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University in the United States, and her PhD in international public policy from Osaka University, Japan.
