Grave financial woes swamping many developing world nations have spurred government interest in divestment as a means of reducing the role of the state in economic activity. L. GRAY COWAN is the former Dean of the Graduate School of Public Affairs at SUNY, Albany, and the former Director and Founder of the Institute of African Studies at Columbia University. He is a consultant to numerous international agencies and is also the author of five books.
