With technology shocks coming at an ever-accelerating pace, and the great power competition in space technology picking up rapidly, importance, it is instructive to look back at the Soviet Union's launch of Sputnik and its successor Lunik to see how the United States government responded to the Mother of All Technology Shocks. This document was assembled by the Central Intelligence Agency and brings together both the unclassified and unclassified sections of an important hearing that was held by Congress in 1959.
