Within the Bond universe, SPECTRE (Special Executive for Counter-intelligence, Terrorism, Revenge and Extortion) is the global terrorist organization run by supervillain Ernst Stavro Bloefeld. Fleming added SPECTRE late in the game for the crossover into the film medium.
