By 1987, all municipal\u003c\/p\u003e\u003cp\u003ewastewater treatment plants but one were providing\u003c\/p\u003e\u003cp\u003esecondary treatment, which effectively removes oxygen demanding\u003c\/p\u003e\u003cp\u003eorganic matter and bacteria as well as many\u003c\/p\u003e\u003cp\u003etoxic metals and organic chemicals. Bay monitoring data\u003c\/p\u003e\u003cp\u003eavailable for the 1970s and 1980s show that dissolved oxygen\u003c\/p\u003e\u003cp\u003elevels increased, and bacteria and toxic metal concentrations\u003c\/p\u003e\u003cp\u003esharply declined. By 1982, public harvesting of shellfish in\u003c\/p\u003e\u003cp\u003eSan Mateo County was approved for the first time in 50\u003c\/p\u003e\u003cp\u003eyears.
